Background

Montrose is implementing a project supporting entrepreneurship development on the mainland region of Equatorial Guinea. The objective of the project is to contribute to the long-term diversification and resilience of base-level entrepreneurs on the mainland region of Equatorial Guinea, through agricultural value chain upgrading and direct support to new and existing base-level entrepreneurs.

The project focuses on Value Chain Development for pineapples, horticuture and cocoa; training and technical assistance for the cocoa sector, and business development support and training for new and existing base-level entrepreneurs.

Who we are looking for:

Montrose is seeking to identify a dynamic and experienced Programme Director who will provide strategic direction and leadership to ensure the successful delivery of the project in Equatorial Guinea. The Programme Director will be responsible for the operational and financial management of the programme; external and client engagement; as well as compliance to all client and programme standards. The Programme Director will also oversee high level technical implementation of the overall programme, driving impact and capturing results.

As the successful candidate you will bring experience managing complex programmes; an effective management style which boosts the team to perform; a rigorous approach to compliance, HSSE and ethical conduct; and a professional approach to stakeholder engagement at all levels.

Core Responsibilities

Programme Management

  • Overall management of the programme, staff and office
  • Representation and liaison with key project stakeholders
  • Management and review of the project work plan and budget
  • Coordination and liaison with technical experts
  • Coordination of programmatic and financial reporting
  • Oversight of the programme monitoring and evaluation system

Operational & Financial Management

  • Operational and financial management oversight of the programme
  • Management of a diverse team of national and international staff
  • Compliance to HSSE and Ethical Conduct policies and procedures
  • Management of project and office administration and logistics
  • Budget and expenditure monitoring and management
  • Managing day-to-day accounting, invoicing, payroll, cash management and internal financial reporting
  • Ensuring accurate and timely reporting
  • Constantly reviewing work practices and procedures for better operational efficiency; and potential issues in accounts, financial processes and controls and proactively raise management attention to act and resolve

Technical Direction & Representation

  • Technical oversight of all project element activities, including technical planning & reviews
  • Technical representation of the project to stakeholders
  • Engagement and liaison with the client, government representatives (at all levels) and other important actors

Essential Skills and Qualifications

  • Preference is given to Equatoguinean citizens, but other nationalities can also apply
  • Degree / advanced degree in management or other relevant discipline (essential)
  • Minimum seven years’ experience in managing development programmes
  • Experience managing projects with strong training component
  • Experience in entrepreneurship / SME development / livelihoods programmes (strongly preferred)
  • Proven ability to work effectively in a diverse team (essential)
  • Fluency in Spanish is essential
  • Fluency in English strongly preferred
  • Experience working in developing countries is essential
  • Experience working in Africa/difficult environments
  • Experience in capacity development and/or coaching
  • Experience working in one or more of the following areas an asset: agricultural value chains, private sector development, business skills training, business incubation hubs, business development services
  • High degree of initiative, flexibility and creativity
